Well, im sure beheading was a quick way to kill any animal, unless they do it Muslim Halal style (hanging by the legs and slitting the throat so it bleeds to death). Did they own the cat? or was it a wild stray? If there isn't no law against killing wild cats then I don't see anything criminal wrong with what they did, but at least bringing it to the public's attention would sure mean that no one's going to be liking them for a while. If it was someones owned cat that they stole, then yeah they did break the law, stealing and destruction of property.
