People mostly think it's weird because women naturally growing enough facial hair to be outwardly noticeable is uncommon. It looks odd because it's not something you see every day.
Reminds me of this girl in my 8th grade class who made me feel inadequate because she had some semblance of a mustache and I did not.

It's not necessarily the fact that she's a woman that bothers me, it's more the fact that her goatee is kinda gross looking.

Most women generally dont experience much facial hair growth or body hair growth because they dont have high levels of testosterone/DHT - i.e its perceived as very unfeminine for a women to be hirsute
Men on the other hand readily grow masculine pattern hair because of high levels of androgen - i.e its perceived as a sign of masculinity
And before someone starts screaming about how society enforces this on women, I'm not talking about shaving their armpits or removing pubic hair. I'm talking about male pattern hair - if a woman has a significant amount of facial hair, she's usually got a medical disorder.
