Ok, Countries are not as concrete as where they are. They can change as much as they like and what a country was previously has no guarantee to stay that way forever. Hamas can have their own country, they can be the same country as the West Bank and make their own Palestine, they don't want that. Their country involves taking most of Israel and to get their country, they must destroy another. Their country can be something different from what it previously was, but they don't want that. They'd rather go into a pointless state of belligerence for a cause everyone else has moved on from. They can have their own country, they just want more.

In addition to that, clearly the Mandate was unsuccessful due to the ensuing civil war and the document's resulting termination.
