It really isn't that bad if you stick to areas where tourists go. I went there 5 years ago it's just like any other spot in the Carribbean.
Of course once you go further inland all bets are off, but I really don't think it's THAT bad if you're just visiting.

Many cartel members (especially higher ups) are ex-military and have extensive training. They strike fear in the population to gain their cooperation. They use bribes to buy out the people that are sent to take them out. They have become more powerful than the government.

Legalizing weed will do shit all as most weed isn't provided by cartels. Legalizing hard drugs is not going to happen anytime soon since we're still having problems with something as stupid as weed.
And if drugs were legal, cartels could possibly start attacking competitors as they would have a defined target. Assassination business would boom.
Even if you cut all profits from drugs, they're still getting shitton from other illegal businesses. Cartels are too big to kill by just cutting some funding, I'm sure they'd find a new source like robbery and racketeering.
I wonder what the international outrage would be if the US intervened in any way.

For a time, they would start getting desperate, relying more upon extortion, prostitution and gambling. If the latter two remain illegal, they will become dependent upon them. I doubt it. Most of them would devolve into much smaller groups with violent inner quarrels - groups small enough and powerless enough for the governments to fight.
As for legal businesses - good. The tax money they pay to the government could go towards fixing some of the lives they have ruined.
Don't forget, legal businesses (whether they're selling drugs or toilet seats) are subject to rigorous scrutiny and their product won't get bought if it's not up to standard. If it's crap product, people won't buy it and they go out of business.
Either way, the number of people's lives ended or made worse by this utterly stupid war against substances FAR outweights the number of people whose lives are ended by drugs directly.
Right now we've got the worst of both worlds.
This shit needs to stop.

Money laundering only happens when there is money to be laundered (from drug-running.)
Gun-running is only profitable when a criminal enterprise has something to fight over (drugs.)
Human trafficking is primary engaged in by criminals financed by the criminal industries (drugs.)
