Eh, maybe it's just my own internet browsing habits, but I rarely see it - the only place on 4chan I actually end up looking at on a semi-rarely-regular basis is /pol/ (just to see what idiots are saying) and that's where I end up seeing pepe most regularly.
That said, the ADL specified that it was a co-opted symbol sometimes twisted into white supremacist contexts. The ADL is [i]very very very[/i] specific that context is important over all. Other symbols that they list as possible "white supremacist symbols" (depending on context) include 100%, 12, 13, 14, 14/23, 14/88, 18, 28, 23/16, 318, 33/6, 38, 43, 511, 737, 83, 88, 9%, ACAB, Coors logo tattoos, h8 (hate), pit bull tattoos, ORION, apartheid-era South African flag, and on and on.
It's an exhaustive list of things that [i]have been used as racist symbols[/i], not things that [i]inherently are[/i] racist symbols. They have two pages of just [i]individual numbers[/i] that are used by certain groups to reference certain things - 14 referring to "14 words," 23/16 referring to "W/P" in the alphabet for "White Power," and so on. Context means everything - the ADL is being very, very reasonable with this. They're not saying "stop using pepe," just like they're not saying "stop using the numbers 12-14."
