When you factor in a margin for error because NO ONE can predict them in the first place, 2% is meaningless, it's saying "We don't really know". No city leader is going to order people to evacuate due to a 2% chance of anything. The tremors before the quake should have been enough of a clue to anyone who was thinking of leaving that they should leave. Those scientists don't know anything more than anyone else, as far as knowing if it's 'safe' or not.

No shit 2% is a small chance but if the government is asking you to evaluate the risk you're obligated to tell the truth. Just because its 2% doesn't mean shit, because it still happened. If there is a 2% chance of an earthquake then report it as such. Say it's very unlikely but still possible. No need to say "It can't happen"

If it's so impossible, why were these scientists saying that there was [b]no chance[/B] of any danger, and they need not do [B]anything[/B]. Especially when their own evidence said otherwise.
