Why are the general populace getting no say in this?

Leaders aren't elected other than in their constituency because they are just another MP who happens to be the head of the biggest party in Parliament. This is in contrast to a Presidential system where the head of the executive has an individual elected mandate.

I expect the same here.

Whoever wins the leadership bid is probably going to become one of the least popular politicians in the country no matter what they do (or try to do).
