It would be awesome if they incorporated point values into a new DoW. Personally, I hate base building, it distracts from tactical gameplay. I'd love for it to play slightly more like the Total War or tabletop franchise, where you preselect what units you will be bringing to the fight.
Perhaps you could hold units in reserve to call in later, or just let them all loose right off the bat.

Company of heroes is good mix of tactical gameplay and base building, though. If DoW2 was pretty much a W40K version of CoH that would be great.

The campaign was, but not so much the rest of it. As they all had small unit sizes it was only a ratio of about 1:2 for marines vs everything else.
Necrons and Sisters of Battle better make a return as playable races.

I find it funny on how the top warhammer 40k rts game is focused more on Tactical gameplay.

I got it wrong and thought you were saying base building wasn't needed. The resource/territory system of CoH combined with the capture points/relics of DoW1 would be really good, though. Basically just a mix of CoH and DoW1 would be awesome.

I actually use tactics with my orks. Won me a couple tournaments because no one expects the loud drunk Scotsman playing orks to use advanced 19th century tactics.

Base building has never been a function of anything warhammer, ever.
Pretty much the opposite occurs, any force attempting to build has their shit wrecked by an opposing force, on both scenario and fluff.
I like the tactics of DoW2 but preferred the scale of 1. They could completely eschew base building in favour of research trees, but being able to build fortifications (Trenches, sandbags etc) like in CoH would be awesome.

In that case, you should try [url=http://store.steampowered.com/sub/443/]Dawn of War 1[/url]. Coincidentally, all of the DoW1 games are on sale right now as part of the week long deals. They all use Steamworks now so the online still works and there's still people playing.
If I remember right, there was also a mod for Dark Crusade (or was it Soulstorm) that added more units including titans and such, but I'm not sure how balanced they are.
