He's taking aim specifically at the governance of Chicago. I don't believe he's going to instate the national guard or something, but I could very well believe he'd be willing to attempt to throw out the government there undemocratically.

You will probably see more involvement by a range of agencies, but still within the checks and balances.

The city has seen increases in crime, but decreases in arrests. That's not a good thing. It means there are bigger issues within the force.

But I imagine he might just send in an agency to review and suggest plans to implement and then get the municipalities to follow through. Might even throw in a grant since they will fight tooth and nail against him unless he makes a deal.

They are community and socioeconomic problems. This is a waste of federal money. Chicago's government doesn't even like Trump. They'll probably give the feds the finger and tell them to go away.
