For some reason the vague analysis of a flash-game doesn't strike me as legit or indicative of anything.
I wouldn't even say this map is a fair test, it makes you choose where it is looking at a Satellite map and not a political one which is what people mainly look at for these things. I know where Damascus is on a political map yet when I tried on a satellite I was 60 miles out.
So there's 3 million DoD employees and they only selected results from DoD IPs.
Do you honestly think that the top heads of the department of defense would say "oh it's in texas or spain LOL"
No, it's most likely just a bunch of grunts and interns dicking around on the internet trying to find stuff to waste their time on like every other office worker in the world. Anyone of importance in the DoD knows where Damascus is, and they don't waste their time taking stupid internet map polls.
Not to mention the fact that I could barely find my fucking hometown because satellite maps are terrible. I had to triangulate from three nearby cities and I was probably still at least 50-100 miles off. Damascus? I know where Syria is and I have a general idea of where Damascus is, but Syria is 71k square miles and there's a lot of room for error in there.
Try the test and tell me you get anywhere within 20 miles. You won't. It's a dumb test that says next to nothing, especially since a massive majority of the world knows the country and area where it is.

Also how is geographical recognition of the area important? I couldn't tell you where any Eastern European capital cities are on a satellite map with no political borders. I could probably get London and Berlin and Rome, but start throwing Minsk and shit in there and I'll be mostly clueless.

Hell it's just a big ass grey spot in the middle of a yellow desert.
Besides naming and putting on a map european cities was basic geography knowledges teached in middle-school, this is no excuse either. Sure you can miss a few, but that's something that should be common knowledge.
I do hope you're right and they're just dicking around, because whoever works for the DoD should know basic geography stuff like this.
