Though there has been many foreign fighters, a bulk of ISIS's local recruitment in recent time has been from Iraq when the Shia government spit in the face of Iraqi Sunnis who had done their best to keep radicals at bay.
Once the US left Iraq, ISIS (who originated in Iraq) infiltrated the region from Syria and they basically were welcomed in with wide arms.
On top of that, the founding organization that would later become 'Al Qaeda in Iraq', and now 'ISIS' was created in 1999 in Iraq, several years before the US even thought of being involved there.
