These games you pay for the disc, so you pay full price, and it's a new system they implemented. Also how many times have you taken a pc game to gamestop? Or gone to family video to rent DotA 2? Steam works well because it does what it does on a platform that's never had to the flexibility to really have a used games / rental market. Console games are basically strictly used games and rentals, and now they're taking that away which is a huge difference. Yes the system is the same, but the implementation and context are all wrong.

Although in that case Valve just deactivated all copies of the game activated with those keys and didn't punish anyone.
