Part of the idea behind a toilet is that the water in the bowl acts as a plug that prevents noxious gases from the sewer system from getting back out.

The one thing that throws me off is that while there are some gross violations of human rights in some prions(The majority of which don't) I like how this guy thinks he can request an unnecessary item for survival.
