Hepatitis is a little bit more likely given that it's a bit hardier outside the body, but it looks like HIV is still a very minor risk.

Except it's not fair? I don't see a rehabilitation taking place over a year of somebody's life wasted as well as potentialy destroying their future just because they took a leak outside. Mandatory lectures and community work would at least benefit people, as opposed to wasting tax dollars doing more harm than good to a citizens life.

I dont doubt that, but public masturbation is really offensive, unhygenic and just fucking gross and I would imagine harsh consequences are the only real deterrent to people who get off doing this shit.

A year and $6k+ in fines is insanity regardless of how gross you are. I mean it's an empty library, not a preschool playground.
Not to mention that I'm willing to bet most couples do their own little bit of "fooling around" whenever they're in a technically public place where few people go by. Yeah, you're right. I just find it a bit weird how general America acts though. Biggest porn industry in the world, one nip slip on TV and TV stations get sued for "showing people's kids such things".
