She decided to film a little titty-flick, and happened to choose the wrong place for it. Should she be banned from the library? Sure. Should she be expelled? That might be a bit of a stretch.
Fined and arrested? That's the stupidity of zero-tolerance at work. The University is embarrassed and is probably pulled in some favors to get the book thrown at her so no-one can point fingers at the administrators for giving this situation a light hand.

Could be worse. If that state has pornography filming laws (as most do) and it could be proven she either made money or used it in a promotion-charges could be much more serious then a misdemeanor.
Either way she knew it was illegal. She knew- did it anyway. Good luck in court.

Note that it says [b]up to[/b] one year and $6k. Public indecency can be scaring, so is it really out of line to give someone a little timeout, if, say, they were 40-something and shaking their wang at a group of kids?
But that wasn't what happened here, and where the words "up to" are just bait. Most likely this isn't going to result in more than a fine. Which is perfectly reasonable.

The laws are usually meant to only affect commercial porn. That is to say- porn produced for profit.
And they enforce this like any other law of its type- through regulations. In effect (if you are producing porn commercially) your paperwork (permits and required filings) proves you complied. Rather then the police having to prove you didn't comply with the law.
