Except it's always impossible to completely erase tattoos. If people wanted to, they can simply examine the original tattoo site for traces of pigment by taking a skin sample. There's usually no call for something like this, except in law enforcement or the like, but it's there.
edit: It's also possible to reconstruct what a tattoo originally looked like, even when erased, during an autopsy process. All you have to do is cut down to the deepest layer of the skin, and presto, you can see enough in the way of pigment to identify what the original looked like.
