Saint's Row is the Family Guy of Sandbox games. At the very least, The Third and IV are, first two were at least partially serious and were still tasteful in their humour.

They want to explore all aspects of the city which I understand and they want it to feel right but hiring gang members over actual voice actors just isn't smart. It would be better to consult gangs and have the VA's study gang talk so that they can get the best line delivery possible.

I still find Saints Row 2's humor better though because often when it happens it's completely unexpected (like what happens in the fight with the second in command of the Sons of Samedi)

I mean, I get your point about gta 4 being kinda gray and boring, but the gta series isn't known for its over the top humor, its about it's subtlety. Hell, gta 3 is a perfect example of this. The world was dark and gritty (to an extent) yet people loved the game, not just because of its game mechanics, but because of it's subtle humor and piss takes of the real world. It got more defined in gta vice city and even more so in san andreas. Gta 4 was a re-visit to the gta 3 style of gameplay (hell, it's even in the same city) and obviously, there ware people that got into the series with san andreas, where the humor was less subtle, and so didn't really enjoy the game (that, and a lot of features that were in san andreas were taken out). so really, gta 5 is going to be, not only the "san andreas" of the series, but also a little bit of [B]every[/B] series they've ever made, which in my opinion is fucking awesome. Look at the first mini climax of the game. Saints Row took the stupid humor route and now it's terrible, and GTA took the serious route and I like it better this way.

I hated The Third's humor 90% of the time, and I was convinced that IV wouldn't be much different, but I was pleasantly surprised. I know it sounds stupid to suggest a game where you play as the Super-Powered President of the United States of America actually has good, witty, well-written humor, but... it actually does. The Third's humor fell flat almost every time, but IV has actually made me laugh a number of times- legitimately laugh- something a lot of games can't manage. While the premise is utterly over-the-top, the humor is actually rather tasteful- it reminds me a lot of Blood Dragon's style of parody and its a damn far cry (harr harr) from The Thirds "LOL SEX JOKES AND DILDO BATS". I really wish the game had a longer time to be made into a full game. I always get upset that it was made from a DLC and it sorta shows. There are some significant improvements, don't get me wrong its a blast to play and its a [B]huge [/B]step up from the third, but in some way it feels like it falls short as a new installment. If it got more time to step out of the shadow of a DLC it would have been an amazing game. The map is pretty much the same, a lot of building were reworked to work more vertically to work with super powers but its not like the difference from SR1-SR2. That and super powers make driving and customizing vehicles a bit pointless. But honestly, those are my only major complaints. Super powers are incredibly fun to play with. Weapon customization is a huge improvement. The activities are more varied and except for the rift missions, were very fun. And again the humor and writing is well done this time around. Its kind of a shame people are so quick to judge it as DLC for a full price when its actually a pretty good game on its own right. Maybe it a bit expensive, but damn fun and damn good.
