Ah, so are you saying it's more likely posturing than an indication of a genuine attack? I could see that. Global politics is weird.

Nah, it could be both. It's just that if you want to make an attack specifically to send a message, you have to publicly reveal that you're behind it. If you reveal yourself after the attack, it's easy for someone to say 'They're lying, and just trying to take credit'. Announce your intentions before the attack and there's no doubt.
We're so overt it's covert.
