It was a post-soviet state fighting rebels until the MH17-incident. Before then, the rebels hadn't shown off anything heavier than an APC as far as equipment goes. It was very, very much a ground-conflict so the high-level airspace was peaceful. Everyone was flying planes over Ukraine until then. That's just how the world works today. People gotta fly, and unless there's a clear and present danger, they fly. That danger wasn't perceived as being there at the time.
Basically this, the only air casualties before this were low flying Ukrainian military planes and helicopters. Though we suspected Russia was arming and assisting the rebels, we had no idea they were giving them advanced anti-aircraft systems capable of reaching commercial airspace. The No-Fly Zone only extended up so high because we didn't know they could attack above that range. But, we found out they could attack at that altitude, and since they were low tech rebels operating high tech equipment, they ended up killing a bunch of civilians instead.
What would the seperatists gain out of shooting the plane down?
It was most likely an accident considering that once it was shot down, they started reporting that they shot down a Ukrainian cargo plane

The hilarious thing is, they probably wouldn't have gotten more than a tenth of the backlash if they only went "Yeah fuck that was us, we are sorry and the people responsible for the tragedy are being held accountable and we are turning our long-range SAMs in to a neutral party", then driving their BUK into Russia and jailing the crew. Instead, they had to blame everyone from Ukraine to the jews and spam the web with crappy photoshops of google maps.

Incompetence. They shot down the plane, panicked, released a bunch of complete nonsense statements (like the infamous "stale corpses") and then had to stand by it. Plus you have the fact that it was most likely Russia who supplied the Buk, which is a disaster to admit, even if no one in the world doubts that already. One thing is when everyone believes you're responsible for something shitty but can't prove it, another thing is just basically admitting that you have a hand stuck that deep in another country's asshole, and that you lied about the whole affair from the start.

I'm just asking because I haven't followed this...what nation are the separatists affiliated with?

Russia.
Russia.
So why is nothing being done?
So why is nothing being done?
Because of Russia.
Quite literally.
Why would they do this?
So why is nothing being done?
Because the plane crash was an accident?
Besides, things are being done anyways. Haven't you heard of the economic sanctions?
Why would they do this?
Because they thought it was a Ukrainian military transport/cargo plane
Parts, possible from a BUK system found but no conclusion can be drawn yet. Tiny bit sensational
Actual statement from the Dutch Safety Board if anyone wants to read it found Here
Which is a bit odd because the plane was blasting it's tail number and GPS coordinates to anyone that wants to receive it. Like for 25 Euro you can buy a device to receive it while they probably had equipment way better than that.
Do you really think the rebels where competent enough to try and identify the plane before shooting it down?

Well if they could post their geo-located selfies on the internet, what's to say they couldn't have taken the five minutes to use google and find a website dealing in live aircraft routes.
http://www.flightradar24.com/48.75,32.4/6
and boom, instant information of incoming and outgoing civilian air traffic.

They probably figured they wouldn't have enough time to do that.
And they're in an active conflict zone, I doubt they thought civilian planes would be flying over the area.
Iirc in one of the videos of the rebels investigating the crash site they were saying stuff like "Why the fuck was there a civilian plane flying around?" or some shit like that.
It's a tragedy regardless of who is at fault or if it was intentional.
