It's a proposed bill, not a passed bill. This will never make it past congress because of all the reasons you folks have already pointed out: it's a blatant violation of not one, but two constitutional amendments.
Did congress suddenly flush their sense of logic out the damn toilet when they even contemplated this damn bill?
