It's also just a curious decision on their part as they stock games that are arguably just as violent and pointless in their violence so what makes this game a no go, if it was to be a no go.

no they're not obligated to
but they're also not obligated to not carry it because it's offensive.
ultimately it's their choice dictated entirely by the message they want to send to their customers and clients and partners.
People seem to take a real offense to this game, and seem to really jump the gun in discussions about the game with people who aren't shouting the same thing as you. Like you're saying "obligated" where he said "Hope", you're not even trying to respond to what he actually said. You jumped the gun to attack someone over potentially being a customer for a product we know will have literally 0% effect on peoples decisions to go kill other people. There's no reason for this kind of vitrol.

AO doesn't necessarily mean sexual content, if the violence is bad enough it [I]can[/I] get an AO rating. Thrill Kill was an example of this, never had any sexual content in it but still got the AO rating. The Punisher was going to get it too but they changed some stuff to get it re-classified as an M rated game.

No Russian had a context in the story, was skippable and the moving down civilians with LMG's bit is only in the first part of the level, you spent the rest fighting armed guards/special forces
