I'm pretty sure their neighbors will seize an opportunity from a super weak Iraq (perhaps an independent Kurdistan) Which would surely piss off the other neighbors, hell that might even happen anyway.

Does anybody think there might be an evacuation for the civilians or at least the army engineers being able to strengthen the dam?

Perhaps they could install flood barriers or something to at least keep the flow from being too bad if it breaks, but I have exactly Zero experience in architecture or geography. and that'd just be relieving the symptoms not solving the problem.

If that happens, what will happen afterward? Would another state take it's place, would any surrounding states take it as a sign to march in? Are there any rules with the UN or anyone if a flood [I]literally[/I] destroys a whole nation?

ISIS currently controls Mosul so if they destroyed the dam now, they'd be screwing themselves over. And once they're kicked out of Mosul, it's debatable whether they'd even be a threat to the dam at that point.
The big thing is that the ground under the dam is dissolving to the point the dam is tilting (by a tiny fraction of a degree sure, but it's miles long) and that the maintenance is a joke even when people are able (or can be bothered) to do it.
It's going to go, I think that's inevitable at this point.

Iraq would be hit extremely hard but wouldn't cease as a country. The flood would reach Mosul in less than two hours so most of that place is pretty much doomed but Baghdad would only be hit after 45 hours giving an opportunity for a proper evacuation. Basra, the second largest city in Iraq would remain unaffected.
It's really only the Tigris river basin which is affected, although a considerable size of the population lives there.

ISIS would definitely make gains in the resulting chaos.
Kurdistan might expand their authority to help stabilize the country, while Iran would likely to send in forces to help, UN too.

I know there's been a lot of shit being spouted against the West for trying to play the role of world police, but maybe it would be in the interests of all if Iraq was given support (as in actual physical manpower) to stop this? Imagine the flood of refugees to the West from Iraq if this thing fails.

I'm fairly certain Iran will expand itself into Iraq, which will inevitably piss off Saudi Arabia. It's quite possible that this could end in a war between those two countries.
