I'm not totally certain that this is true, but I read in some thread here on Facepunch that it's legal to get a laser stronger than 5mW so long as it wasn't labeled/advertised/sold as a laser [i]pointer[/i]. It doesn't seem likely to me, but according to whoever the hell it was that said it, if the word "pointer" isn't in the product name, it should be legal. It just has to have the proper labeling, apparently.

In order for a class 3B >5mw laser to be legal in the USA it needs the following safety features:
Safety key
Safety interlock
Aperture shutter
Emission indicator
3 second emission delay

Camera's have those, also you can make a nice laser pointer that burns shit out of an old cd burning drive, it's all over youtube.
Also, in the UK you aren't allowed to use anything stronger than class 2 lasers (<1mW) in areas where the public may be exposed to the laser, although you are still legally allowed to buy stronger lasers.
What's the worst that could happen, the pilot could momentarily be frustrated by a dumb kid shining a laser and be forced to raise his/her hand to block the light?

And those videos of lasers burning holes in paper are when the lasers are like 2 feet away from the target. An airplane 10 thousand feet up in the air wouldn't be affected. You could see the light and that would be it.

Those things are dangerous within like 10 feet or less, but for an airplane that is 1000 or 2000 times as far away as that, it's not going to do any damage at all.

But how long could a man on the ground hold onto a target that is as far away and small and is moving as fast as an aircraft's windscreen during a flight?
Factors such as the laser's user's shaky hand and the plane's high rate of speed would make it damn near impossible for a person to hold onto that target and cause a crash.
It's not like in a car where if you're blinded and let go of the wheel for even a second, the car will crash. In a plane, what's gonna happen? You'll list off course for a moment and then correct your error after you regain sight?

I own several 50mw laser pointers and boy I tell you h-what, I barely trust myself with them.
Eye sight is so valuable, yet fragile. These things can take that away in one troubled-teen-instant.
Although they are fun and epic, I hate to say this, they need to be regulated.

The green-laser could blind the pilot for more than a couple of seconds, even if you only see the light from the laser for a second or two, your eyes could face permanent damage, but more likely temporary damage.

That means that most of the complaints from pilots came from pilots who were either landing or taking off a plane, which with this sort of thing happening can be very dangerous.
