I expect people often shine lasers at the planes as the plane is coming in to land, the planes obviously much lower and it would be easier to hit the cockpit. You could do it from your car on a motorway if you were near an airport at the time. The amount of times I have seen a plane coming in low over or near to a motorway.

I live next to an airbase (Davids Monthon) if you even dare too come on that base with a laser higher the 10mw they can arrest you and take you to jail for two days. :P
The point being that people are pricks and shine lights as a joke, putting hundreds of people at a time at risk. Because landing is the hardest part.
