The investigation is ongoing, and Trump's campaign specifically is still under criminal investigation.
Rod was very careful to say "THIS indictment* when talking about Americans.
This was just about the hackers but even if it was about the Trump campaign do you really want Rod Rosenstein to go on TV and put himself in hot water like that.

I mean, a year or two of other exhausting news that clearly outlines this whole controversy). I think they're just playing their cards extremely close to their chest with these indictments and simply signaling that yes, the Russians [I]were[/I] indeed working to interfere with our democracy, and detailing how large of an operation it really was. They can give some temporary relief to the MAGAtards by saying "we're not alleging.." for now, it won't make a difference when the real payload hits.
i wouldn't be surprised if the next controlled leak is relating obstruction charges to firing Comey FBI was involved in this after they got the dossier, one of the defendants talks about being raided by FBI, Trump fires Comey, did he think that firing Comey would get the FBI off the trail for a bit

The purpose of this seems less about bringing Russians to justice (fat chance lol), but more as a PR stunt to undo some of the damage done to the public view of the US intelligence and justice systems by Trump and the GOP. I bet it's an appetizer to something far, far greater, and they're doing this in order to make sure people actually pay attention and don't handwave it away.

This is notable but only because it's a "Russians conducted an illegal propaganda campaign" stepping-stone to "and the leadership of the Trump campaign conspired with them to do so" indictments and impeachments.

I don't know why but I'm hesitant to trust a hot take from a guy who, until literally half an hour ago, did not admit that the Russians had even interfered at all
The people saying to shut it down have got to be either complicit or brainwashed Who in their right mind would want to shut down the special counsel when they're doing fantastic work for our democracy? Why not want to get down to the bottom of this rabbit hole instead of ending it right here? If Trump has done nothing wrong and is totally vindicated then lets prove it.
