I'm in London for vacation. I got here the night hey put 16k police in London. So far I haven't see anything but police and police cars driving with the siren on to places where I'm guessing there's a riot.

French as a Second Language in mandated across the rest of Canada from around grade 4 until grade 9, and people across the rest of the country have the option of French Immersion without the same requirements as leaning English to the same calibre in Quebec.
As well, the "official language's prominence is at least equivalent" means that you'll never see ads in a language other than French in Quebec due to the added costs thereof buying essentially a double advertising slot to run an English ad after a French one to satisfy that clause. It's not economically sensible to do so, so corporations are basically prevented from advertising to the English populace of Quebec due to marketing financial restraints.

I'm just a dirty American, but I haven't seen any advertisements in Spanish. There are the people who complain about one side of a box being in Spanish while the other 5 are in English, but I've never seen it the other way around. So people in Quebec speak French, so the stuff in Quebec will have French words on it. Having that in law just makes it so that when you're selling things in Quebec then everyone will be able to read it.
Old people and republicans would go ballistic if anything in the US was primarily in Spanish.

But while the rest of the country accommodates the French language as best as it can, trying to make Quebec feel welcome by offering all government services in both languages, publishing all official documents in both languages, and having companies release nation-wide all product information, most game manuals, and all instruction manuals in both languages, Quebec does the best it can to eliminate English from within its provincial borders. I remember a while back they were trying to prohibit the sale of English video games, only allowing French language games to be sold in Quebec. I can't remember if it passed, but the mere fact that it was put forth should give you an idea of what I'm talking about.
Around here, where I live the boxes are equally in French and English.

Last year in 2010 statistics released regarding Metropolitan police indicate that a large majority of individuals within the black community are responsible for more than 2/3 of shootings and more than half of all street crimes and robbery in the city. Not only that but they are also the majority of victims found within crimes.
Although the statistics might not sound convincing and they nearly equal out, you need to consider the fact that the black community make up just around 11% of London's population of nearly 8 million as a whole, with whites being 69%.
High rates of crime within the black community isn't merely speculation or opinions in this city, they are facts based upon actual statistics.
I'm just telling it how it is, I don't want to come across as being racist.

black culture doesn't cause crime and neither does being black, when you just quote random statistics you can't just go "NO THOSE ARE THE STATISTICS" because it's obvious you are placing them in a context.
you'll find that most poorer people in general commit crimes because that's the way of life.
