The fact people are hopping in for the "fun" is what makes it so loose

His family turned around and said that he wasn't in a gang and wouldn't have had a gun, or shot at police. They started a peaceful demonstration which turned into a riot.
It's not even clear if the man who was shot was innocent, there are reports of a bullet being found in a police radio. These are not protests, these are riots.

People get shot for a lot less in other countries and you don't see their capitals going up in arms about it.
