IPCC says he did not fire. However, that doesn't make the police who shot him in the wrong; he could have been reaching for his own weapon.
According to the IPCC the guys gun had a bullet in the chamber and it was ready to fire.

I don't know what happened there, and I can sort of see why people would be upset, but it pisses me off how the good guys constantly have to be on the back foot. It's not enough for the enemy to have a loaded gun, you have to actually get the gun pointed at you / get shot before you can take action. I don't like it.

The police aren't always the good guys. This system keeps them in line. I don't want a trigger happy police force.
I have confidence that if the police were in the wrong that they will be punished.
