Only Northern Ireland has water cannons, the police are arguing that this isn't a normal type of rioting. Water cannons are effective at repelling large crowds, the problem is people are running around, ducking into side streets and in and out of shops, it's like trying to shoot a mouse with a pistol.

I really like the idea of LARDs but seeing as all this is happening at night I don't know if they're a good idea. Plus the fact we don't have any.

While it might solve the problem no one will ever be convinced that it is the right action. Cameron (like any PM I would assume) does not want to be the person who breaks the decades long tradition of not using the army on British streets.
