The issue is that a criticism such as this coming from a conservative like Romney or any other Republican is that there is little suggestion that they would do that differently if not more heavily. All else depends on the legislative and judicial branches in one way or another, unless you're implying that the president should just be issuing executive orders left and right. Blaming the president because some building gets attacked or because Congress fails to pass a law is nonsense. Unless he or she is advocating for some bill and actually working to get it through Congress, as Romney would with tax cuts or Obama tried to with the American Jobs Act, they can hardly be blamed for its outcome.
