The only way to really fight cartels is hitting them where it really hurts: the support.
Get the kids alternatives so they start learning or doing sports instead of selling drugs. We had the same situation in Somalia, our fishtrawlers fucked the local fishermen in the ass by essentially taking their fish so the fishers started making money by piracy.
Mexico's infrastructure sucks ass, education is in an all time low so people start making money with drugs.

That scene in the Lord of the Rings when the giant eye starts changing direction comes to mind. If the cartels ever actually got the attention of the United States military, the cartels would be beyond fucked.
Their armor trucks are cute and probably pop in a delightful fashion when lit up by the 30mm on an Apache. Much less the FFAR's or Hellfires.
Legalizing the majority of their inventory would in turn make it almost impossible to compete in terms of prices with the US even after taxes. Yes the cartels will totally not use their money and experience to take over the new business.

If I was the supreme commander in charge of solving the issue down south, here is what I would do.
1. Send in Special Forces units ahead of schedule and covertly insert them into the country. Have them organize and train local paramilitaries for about 1 or 2 years. The end result should be an elite military police unit similar to the Brazilian BOPE (lets just call them the Mexican Elite Burrito Battalion, or MEBB for short). The US does its awesome covert thing and brings weapons over the border and heavily arms this new unit that should consist of a few hundred tough, highly trained, cold blooded, and deadly motherfuckers.
2. Identify all cartel high ranking officers, this is going to be the assignment for the MEBB.
3. Identify the areas in which the cartels have the heaviest presence, this is going to be the objective for the Marines and Rangers.
4. Covertly bring a large number of elite light assault troops (Marines and Army Rangers) into the country and have them set up footholds in rural territories. They are going to be the shock troops that roll in with the gunships and blast everything to shit. This includes drug labs, strongholds, and towns. At the same time, the MEBB takes out all the higher ups that call the shots, leaving the cartel soldiers confused and in deep shit.
5. After the Rangers and Marines fuck everything up, send in the Infantry units to occupy and enforce marshal law until the Mexicans get a hold of everything.
6. Clean up the Mexican Police, identify all corruption and let the Mexicans decide what to do with them.
7. Bring new trade agreements with mexico, and provide them with military support in exchange for oil.

Mexico is a sovereign nation with it's own amphibious troops and light infantry, both of whom are deployed against the cartels. What you don't seem to understand is that Mexico is highly urbanized and cartel members dress just like everyone else.

I actually know all of these things, I was in ROTC while I was in college [B]AND[/B] attended ranger school. The Rangers are a specialized light infantry unit classified under USSOCCOM. Marines obviously have infantry, since their whole thing is "every Marine is a rifleman", and their primary mission is amphibious assault, but they adapted for the middle east.
I've been to mexico numerous times, my best friend lives there. I make the drive once every 2 or 3 months and spend a few weeks out there. There are parts that are almost 3rd world, but there are other parts that are so beautiful it makes you never want to leave. I get stopped by military police and get my car searched at least 3 times every time I am there, and every time they tell me to stay away from certain areas and are honestly concerned for my well being. I'm trying to find work out there in the security sector, but its difficult to find the right job for me.
