This will only be a physics presentation, we may see some new assets or something in action but there will be no HL3 announcement or anything else. Do not get your hopes up. When Valve are ready to announce it you will know.
Honestly, at this point I honestly don't give a shit anymore about hl3. It's more of a game that I'd pick up for cheap during a sale now. Hype functions in a parabolic arc I think.

The most money comes in by the mainstream audience and they don't know jackshit about Half Life. Only the internet does. There hasn't been something Half Life related since 2007 (aside Black Mesa).
Valve would lose so much fucking money if they don't create a big marketing campaign for HL3.

The second physics talk? Yes. But seeing how amazingly awesome the first physics talk is I wouldn't get my hopes up. Like 1 guy there tweeted about it so far. It feels like there's like 5 people in the whole room.
