I don't know about that, in 1997 they promised and delivered Devolution and a national minimum wage, although there were other things that they promised in 1997 such as Joining the Euro and not intervening in wars that they certainly didn't deliver and the rest of their manifesto they stole from the Tories and took all the credit for the recovery which the Major Government engineered.
It's somewhat impossible for a politician to keep all of their promises.

How would that help? My point was that it would be very difficult for two parties to negotiate a coalition agreement if they were both legally required to fulfil 100% of everything they had promised in both of their manifestos

the current coalition is a cause of the first past the post voting system
the conservatives didn't actually gain a majority and so negotiated a coalition with the liberal democrats
not necessarily 100% just as much a possible

But in a PR system every government would be almost guaranteed to be a coalition, if there's one positive about FPTP it's that parties can actually implement their full manifestos because they aren't in coalition most of the time.

Legally binding manifestos are retarded. Especially if a coalition were to be formed (how the fuck would proportional voting fix that issue? It would make it an issue to begin with). If a party lies and ends up being shit in government, vote for another party next time.
