(which is specifically defined, covers quite a few things inc. blood service and so on) Amber lights (like on vans) are covered under the regulations, and are an exemption, as are green lights for certain vehicles. (doctors on call) I'd imagine the red lights could have been what got the car stopped, as I believe they are prohibited. All lightbars and such need to be both disconnected and covered up whilst on a public highway. If the picture there in OP is the picture of his car, he was driving with identifiable beacons uncovered, which is an offence.
I used to drive by a dealership that sold US police squad cars in Kent. Wouldn't be surprised if thats where he got it from.

Increased visibility, even in poor conditions means fewer RTAs, especially useful for when responding to an emergency in a residential area (less need for siren, less chance of waking people up). It's very good at what it does. Increased presence also aids as a deterrent. It's a very good design. We don't get into chases very often, we tend to just intercept them later, especially with helicopter support, so fuel economy is more useful than raw power. Even then, I believe that's a panda car or response car - area cars and road policing units tend to be beefier, and ARVs are bigger cars too.

The Battenberg is visible for half a kilometre or so on a moderate day, good in fog and high visibility acts as a deterrent and confidence booster in the public.

Being able to swiftly manoeuvre becomes far more important than sheer power. And, as Terminutter said, if it becomes a prolonged chase you'll end up with dedicated traffic units and helicopters on you - good luck outrunning them.
