The US and Russia still have nukes pointed at each other, although we did kinda of upgrade their forces, since back in 1995, Russia almost did nuke us over a sounding rocket launched by the Norwegians... Even though our nukes may be prepared to launch at them, and vice-versa, we can still continue to grow relations with each other. I don't see much happening though until after Putin is gone, and even then it depends. Anyway that mutually assured destruction is kind of what has prevented us from ever going nuclear with each other and has lead to us wanting to be more friendly.
