I think every speech he's given since he took up politics demonstrates this. I don't believe planning is an idea in his vocabulary. I would be more apt to believe he will wake up one day and start a conflict with north korea based on a random dream he had in the night than for him to strategize anything.

Pearl Harbor was caused by imperial Japan who had already conquered huge tracts of land in China and many of the Pacific islands. Japan was not an underdog, they were a feared threat, and viewed as unconquerable on their own turf. This is why Truman decided to drop the nuclear bomb. To complete Operation Downfall, the plan devised before Japan surrendered, an estimate given to Secretary Stimson pointed to between 1.7 and 4 million American casualties to conquer Japan in a traditional invasion. Neither is comparable to current day North Korea.
