Keep it secret and work on a cure, then once the cure is proven to work, destroy it. Keep the cure around in case anyone else finds this out and for some unknown reason tries to use it.

Destroy the virus, erase all research on it, and kill the scientists behind it. We can't risk terrorists getting hold of this. Period.

I think they did this to try and figure out how to combat such a disease, still a pretty dumb idea though. H1N1 escaped from a lab, why couldn't H5N1?
