This doesn't even have a bioweapon application because those are meant to burn out before they can potentially contaminate your own soldiers/populace, seriously why develop this?

Given that the lab-made strain includes mutations already present in nature, it's not a longshot to say that the same strain could naturally occur. By creating deadly strains in advance and studying them in a contained environment, we give ourselves a head start on developing cures and treatments.
And besides, it wouldn't wipe out nearly half of humanity. Even if 100% of the Earth's population was exposed to the virus, less than roughly half would even be vulnerable to infection anyway.

After all, ebola zaire has a ~90% mortality rate, and last I checked, we hadn't lost nine-tenths of the global population.
Also, they have several vaccines available. Although they are of limited use in the general case (as the virus mutates quickly), they'd be ideal for bioweapon defense. And even if a comparable natural strain arises, there's no need to panic - any influenza that becomes big enough to be a pandemic is big enough that they can make a vaccine against it.
