The former. The thing people need to understand is that this was a decision made by a school administration. With this in mind, you can already get a good idea of the mentality behind this.
This isn't the fault of "the world being too PC". The priority of school administrations is to not piss parents off. If the girl's parents got a whiff of this and the school hadn't done anything about it, there will be hell. That's how parents have always been. This isn't anything new.
Now, as far as charging for assault, that's a matter of the charges being pressed against him.

It was a dare. I can see a group of friends being like "Dude I dare you to go kiss her!" and him sneakily running up to her for a quick kiss drive by.
This wasnt even anywhere near sex so no need to bring up the fact that 14 year olds do in fact have sex.
I highly doubt some 14 year old boy just held a 14 girl down on the ground as he forced himself onto her with a big wet french kiss.
This is so fucking stupid. Can't even look at people anymore without someone blowing a whistle at you and getting the law on your ass. It's not a big deal, kids just being kids. Like any of these asshole adults never did shit like this. I give up.

It's true tho', and it's escalating rather quickly.
A young boy kissing a young girl, even if the kiss is unwanted, shouldn't even be something report-worthy,
but now it's such a sensitive world that he can face a massive fine or even worse for doing something fairly innocent.

This has been happening for awhile depending on the people involved. Happened to me when I was 6 or 7 for kissing a girl on the playground. It wasn't a dare I just thought that's what you were supposed to do when you liked someone
