I've had moments where I missed the train because it left early. That's how terrible Metro can be.
The way this article is worded makes me think he wasn't way out there - just because it's ten times the threshold for a "positive test" doesn't necessarily mean he was actually that influenced by it. Maybe he was, but the wording might make it sound worse than it might've been.

It sounds like he was lucid enough to still drive the train as well as contact management.
Why do they keep saying "ice"? I've never seen a news article refer to (meth)amphetamine with that term before (although I am aware of the slang).

I thought it meant the driver was super smooth in operating the train but still broke the rules but then I read methamphetamine

why am i not surprised its metro glad i take Vline the carriages are like luxury compared to the shanty ghetto carriages metro have which i was unfortunate to have had to taken to uni last year

Mostly an Australian/Hawaian name for it.
