I doubt very many people would know what to do during a terrorist attack in Denver, besides the response teams. I'm not saying it isn't necessary, I'm saying that people don't want to wake up to explosions. Especially because most citizens wouldn't know what to do.

Welp. I live in a suburb of Denver and I didn't even know about this, so I guess it wasn't that big of a deal.
if you guys ever get the chance to act in one of these simulations, or anything like it, do it. it's some of the most fun you'll ever have. i got to act in a fire department training accident, as the apathetic dickhead who incessantly bothered the responders. it was the only time in my life i was ever able to act like a complete prick to police officers and firemen without repercussions. it can go on resumes, too!
Down at Broadway and 7th, it was dead quiet. Even the hospital across the street that was supposed to take part was quiet. I heard that downtown, it was just chaos. Both acting and resulting.

Maybe I am just a massive nerd with an interest in emergency services, but it would be something that I would love to observe, just seeing how things are responded to.

Dress up in emergency services/swat gear, a better idea to rob the place blind, looters will be mock captured by the actual emergency services, so mock emergency services won't get bothered as easily.
