I bet if someone cut down all the main power pylons to a major city they would all be replaced and fixed within the week, somthing that is much more difficult to do then fill in a hole with sand, compress it, layer of concrete, set it and then put tarmac over it (may miss a few things, but i have no clue how it could take 2 months)

It was always congested on the way back from work. I wonder if they finished it all by now. It probably didn't help. People suck at driving.

Then you need to ensure that structural integrity of the highway didn't suffer. You'll probably have to fix the side buffers as well. Remember this isn't a small hole you can just fill. This was a hole that resulted due to an explosion so tarmac for dozens of meters away from the epicenter might be too compressed or cracked.
