So... if it's now technically legal to do it secretly, does this set legal precedent for it to be done unsecretly?

Could you just walk up to a lady with a skirt and shove your camera under it and be like "this is legal" and face no repercussions other than probably getting punched?

As a Georgian, I find it extremely ironic. In Georgia, women aren't allowed to show their nipples in public, yet it's ok for perverts to photograph up their skirts.
