Yes, the many members of the Mexican army received training to combat the cartels that dominate their country. You're trying to make it out like the U.S. went out of their way to teach cartel leaders how to monopolize drugs. Whoever received the training and ditched the Mexican Army to form the Zetas was like 30 people. That number may have grown slowly over the years but I doubt it makes up anything near a substantial proportion. Hardly anyone in the Zetas has what you're talking about.
