A parallel of Korea is Germany. They're still dealing with the sheer economical inequality between west and east Germany. That and North Korea has spent upwards of 30 years on making absolute sure that if they're attacked they'll take Seoul and almost the entirety of the surrounding area out, which is basically the entirety of South Korea's industry.
