What would you have the world's powers do? It's easy to say this but it's not as clean cut as that.
A parallel of Korea is Germany. They're still dealing with the sheer economical inequality between west and east Germany.
That and North Korea has spent upwards of 30 years on making absolute sure that if they're attacked they'll take Seoul and almost the entirety of the surrounding area out, which is basically the entirety of South Korea's industry.

This report however, is from a Chinese newspaper, and sounds wholly propaganda-like. Not to mention that Wen Wei Po, the newspaper that reported it, has consistently been ranked bottom in credibility surveys, and is funded by the Chinese government, who had close ties with Jang.
So he was probably executed in a good old, civilized fashion...

Seeing as how this news outlet is government controlled they could easily pass info to them. Also, the Chinese aren't exactly into giving away top secret information so obviously you can't find the report either.
Also it isn't hard to get 120 dogs if you are the leader of a country.

China would never go into a war to support NK.
The only reason they're mildly supporting the Kim family is that the Chinese don't want a shitload of korean refugees slipping through their borders.
