I think he means welfare programs that go to the rich. For example the British Government pay money to help old people with heating bills in the winter, a lot of rich people are trying to pay this money back but they are being given no option.

I am IN university.
Here, you have to start paying your tution fees off 6 months after you graduate, if you are temporarily unable to find a job, it's rather hard to pay them off.

Except taxes are higher in Britain than in the states.
I agree with you, but Britian is not the same as the states, the same solutions don't apply.

And under these plans you don't start paying your fees off until you earn more than £21,000

the cost of living in the UK is [B]much higher[/B] than in the US - imports are expensive, taxes are higher. vat (sales tax) is set to rise to 20% in january
so while american education is more expensive, everything else is cheaper, so you can still afford it, and vice versa in the uk
except now it's not the case because it's getting fucking tripled in price when the libdems specifically promised not to
