This is why drug prohibition doesn't work. If the slightly less damaging ones are prohibitively expensive, or illegal, people will find cheaper or legal alternatives that are either less effective, more dangerous or both.

Since most heroin addicts obviously don't have jobs due to their addiction. They resort to crime to fund their addiction. Desomorphine is cheap, and easily made. I don't think its as strong as heroin though, but it's still derived from an opiate.
