A vaccine is not a cure, and that made no sense.

HIV = Virus. An alien information which breaks body functions. It's hostile, and generally detectable by the organism. Human body can defend itself from many viruses using it's own immunity system.
Cancer = Program malfunction. Cancer means that some cells get crazy (due to either random mutation, or due to some mutagen present, as radiation or chemicals), and starts doing something it shouldn't. However, it's still tissue of the body, not an outer organism. It's practically impossible for the body to recognize what tissue is cancer and what isn't.
Vaccine for HIV means just teaching original human body immunity how to recognize the virus, and how to defend from it. Cancer can't be fought that way.
Treating cancer is much harder task, as separating the bad tissue from the normal tissue is very hard. It's something totally different than defending body from outer dangers.
It's like saying that when you once figure out how to change flat tire, it means you will be soon able to fix whole motor block.
