I suppose it's better than when I was younger and wanting a phone. My parents told me that if I wanted one I had to pay for it. I didn't mind of course if I could work a job, but the requirements from school were strict. You had to maintain a strict 3.5GPA and regularly do weekly paperwork ensuring you're working under a certain amount of legal hours. Unless you knew someone who could work you odd jobs most kids didn't work unless it was their senior year and they were 18.
Needless to say I went through high school without a phone. I'm not too bothered by it though; there were times it would've come in handy.

If you use a textbook for ABSOLUTELY everything, yeah. There's a reason why you study a subject before hand, a reason for you to exercise certain aspects, so you don't need to look it up whenever you're given a certain problem.
Point is, there's a difference between using google when you require a certain piece of information and abusing it whenever you're met with a problem, the later being dangerous for a 13 y/o kid which is still growing and developing his wits.

You can't raise a perfect child though. Even then, being perfect does not mean you lack personality. Not sure how you came to that conclusion. Being perfect can either make you very respectable and open or very self-centered and egoistic. Being perfect does not magically strip you of your personality.

I used to think this all the time whne my two 13 and 14 year old sisters got a smartphone. I was always so suspicious on what they were doing with the phones until one day out of pure anxiousness I took both phones and searched all over them for bad stuff (I know this was a horrible thing to do). Wanna know what I found? Nothing at all. Maybe one or two stupid kids trying to hit on them and lots of chats with friends about irrelevant shit. They're teens, they're not sex-crazed, psychopath monsters. They're not even that naive and our parents are not strict at all. From that day on I learned to stop worrying and just let them be.

For one I will not force kids to listen to classical music or anything against their choice. Or not allow them to use gadgets at school. I will not force many things upon them. Sure I will try to explain not to do that and yada yada, but we know most teens will do it anyway.

What is perfect? Perfectly open minded? Perfectly pious? Perfectly learned? Perfectly trained? Perfectly clever? It doesn't even make sense. The word could mean a hundred thousand contradictory things.
I think the proper phrase is under control. In hand. Not rebellious. Obedient, studious, and diligent. These parents want children just different enough that they can espouse their uniqueness at parties but not too deviant as to seem flawed. Smart enough to come up with top scores but not enough to question. Distant enough from technology that they can brag about how natural they are, but in touch enough to not seem backwards.
They want children that exist in the happy medium of being everything they want them to be while being as quiet and nonabrasive as possible.
The bit about never ignoring a phone call seems a little over-protective and controlling
