The district itself is The District of Columbia, but the city is just named "Washington".
It's referred to as "Washington, D.C." the same way you would refer to say, "Annapolis, Maryland".
So when the article is referring to Washington they are talking about the city, and since the protest did indeed take place in the city, they are not incorrect in anyway. Furthermore the [URL="http://en.wikipedia.org/wiki/Washington_%28state%29#Etymology"]State of Washington is commonly referred to "Washington State"[/URL].

I hate to promote violence, but peaceful protesting just jack shit when the government doesn't care about you. In my opinion the only way to stop the NSA is to wreak destruction on it. You guys would probably think otherwise though.
I'm glad to see people finally protesting the NSA. I just wish we had more people protesting.
I'm just surprised that there were no huge protests immediately after the leak and it took this long.
I applaud their effort, but I can't shake the feeling that the government is just going to shrug and ignore their existence entirely.

I'm glad people are, too. It shows that there are some people here who still wish to protect the Constitution and not let the government slowly destroy it.

People just want to live their lives without a lot of difficulty and try to avoid as much conflict as possible. It doesn't help when things like this happen and people don't do anything about it.
